A Multi-Jurisdictional Compliance Framework for Financial and Insurance Institutions Operating Across Regulatory Regimes

Abstract

The globalization of financial and insurance institutions has created a complex regulatory environment characterized by overlapping international, national, and subnational compliance requirements. These institutions are increasingly challenged by divergent frameworks, such as Basel III, Solvency II, Dodd-Frank, and data protection laws, which generate significant legal, operational, and reputational risks. In response, this paper proposes a robust Compliance Alignment Framework (CAF) designed to harmonize multi-jurisdictional regulatory obligations across financial and insurance sectors. The framework integrates four key components—Regulatory Intelligence, Compliance Governance, Operational Integration, and Technology Enablement—to ensure cohesive and risk-sensitive compliance strategies. It supports centralized policy development with localized adaptation and leverages emerging technologies such as RegTech, data governance platforms, and process automation for enhanced monitoring and reporting. It concludes by highlighting policy implications, identifying framework limitations, and suggesting future research directions to support regulatory convergence, technological innovation, and sustainable institutional resilience in the evolving global financial landscape.
